The improvement of working performance in every organization, private and public, is always an attempt to reach their goals and effected by several factors. One of the most important factor is human resources. In this thesis, the writer set forward to discuss the effect of motivation, compensation, and ability towards working performance in Bandar Lampung Municipality Development Planner Institution.

The result in this study is hoped to be useful and profitable for the basic of policy formulation by the head of Bandar Lampung Municipality Development Planner Institution in order to empower human resources and improving the worker’s working performance. It is also hoped to be a reference for one who’s about to make study related to the matter of subject.

The study resulted that based on the Logistic Regression Analysis, motivation and compensation are statistically not affecting working performance (α = 0,05), as the regression coefficient are 0, 016 at significance level of 0,101 which is > 0,05 (for motivation) and 0,004 at significance level of 0,153 which is also >0,05 (for compensation). The insignificance effect of motivation factor shows us that workers motivation are not effective and efficient enough to improve working performance, therefore, institution role, especially leader’s role is needed. Leader or managers have to able to motivate workers and encourage workers to use their motivation in order to increase their performance. The government should change the wage’s system by performance based wage system and implementation of worker’s individual target. In this way, workers will be compensated based on their working performance.

Ability factor is positively affecting working performance in a significance way, as the regression coefficient are 0, 045 at significance level of 0,000 which is < style="mso-spacerun:yes"> In order to maintain and increase employer’s working performance, the institution should continuously giving study opportunities through formal and informal education and also through training and development metho to employers.

Based on Logistic Regression Output, the motivation, compensation, and ability simultaneously affecting working performance. It is shown by the positive regression logistic value, which are 0,016 (motivation factor), 0,004 (compensation factor), and 0,045 (ability factor). The effect of those three factors are 55,55% towards working performance. The rest 44,45 % is effected by another factors. In order to maintain and even increase working performance, the Government, especially Bandar Lampung Municipality Development Planner Institution, should change it’s Performance Appraisal System. It has to be based on job analysis, performance standards, and the right aprraisal method. This system will encourage workers (civil servants) to achieve their best performances.
